Andreas Mundt

Andreas Mundt has been President of the Federal Cartel Office since 2009. From 2013 to May 2025 he was also Steering Group Chair of the International Competition Network (ICN). Andreas Mundt joined the Federal Cartel Office in 2000 and held various positions, including Rapporteur in the 8th Decision Division responsible for cases relating to the banking sector. In 2001 he became Head of the International Unit and in 2005 Head of the General Policy Division. After studying law and training as a lawyer in Bonn and Lausanne, Andreas Mundt started his career as a desk officer in the task force “New German Länder” at the Federal Ministry for Economic Affairs in 1991. From 1993 to 2000 he was a desk officer for labour and social law in the parliamentary group of the Free Democratic Party (FDP).

Irene Moreno-Tapia holds a Master in European Union Law, specializing in business law, from the Université Libre de Bruxelles (Royal Institute of European Studies – RIEE, 1997), as well as a Bachelor of Laws from the Universidad de Las Palmas de Gran Canaria (1996). Irene has successfully advised and represented many clients on defence of competition before the Spanish authorities, in both the administrative and litigation fields (e.g., agreements, abuse, concentrations, and state aid). She is also an expert in other areas of EU law, such as customs law, public procurement, European funds and food safety legislation. She has participated in many cases before the EU courts. Dan advises clients in criminal investigations by the U.S. Department of Justice (DOJ) and internationally. Can Sarıçiçek is a lawyer who worked for the Turkish Competition Authority for 15 years. For the past 3 years before she left the authority, she served as the Deputy Head of Department specializing in digital markets. During her tenure at the Turkish Competition Authority, Can was engaged in numerous remarkable investigations, mergers and acquisitions, exemption/negative clearance assessments, commitment and settlement proceedings, and market investigations, mainly in digital markets, as well as in a wide range of sectors including telecoms, media, advertising, health, finance, banking, construction materials, transportation, and automotive. She holds an LL.M. degree from Freie Universität, Berlin, in European and International Business, Competition and Regulatory Law in 2020. She has been working at ACTECON for the last 2 years. Can also took an active role within the teams preparing and updating secondary legislation, particularly the Merger Regulation and the Block Exemption Communiqué on Vertical Agreements in the Motor Vehicles Sector. As the Deputy Head of Department, she took a leading role in the E-marketplaces Sector Inquiry. She led the team that prepared the draft amendment to the Turkish Competition Act to provide alignment with the DMA. She also participated in parliamentary proceedings. In addition, Can represented Türkiye at UNCTAD and the European Commission and by special invitation of the OECD, presented the E-marketplaces Sector Inquiry Report in a dedicated session.

As a Certified Licensing Professional, he has over 30 years of experience in all areas of IP and IT law. Peter advises large international companies, particularly in the technology, automotive, and pharmaceutical industries, in enforcing their IP rights—especially in cross-border patent litigation. He is also specialized in antitrust counseling, both in licensing matters and court proceedings, and supports clients in worldwide IP transactions. Gordon is part of the team that won “Best Competition Team” at the Lexology European Counsel Awards 2024 in London in March 2024. Gordon graduated from the University of Exeter, and he is immediate past co-lead of the Regionalgruppe München of, and is an ordinary member of, the Studienvereinigung Kartellrecht e.V. (German Antitrust Lawyers' Association), the Münchner Kartellrechtsforum (Munich Antitrust Law Forum) and the Forum Investitionsprüfung (German FDI Law Forum). Thorsten Käseberg is a jurist and economist and has been a government official at the German Federal Ministry for Economic Affairs and Energy (BMWE) since 2007. Since 2017, he has served as the head of the department “Grundsatzfragen der Wettbewerbspolitik, Kartellrecht, wettbewerbspolitische Fragen der Digitalisierung” (Fundamental principles of competition policy, antitrust law and competition policy issues of digitalisation). Previously, he headed departments at the BMWE related to digital policy. From 2009 to 2011, he worked on merger control as a (seconded) EU official at the European Commission Directorate General for Competition. Thorsten has lectured at various universities and published particularly on economics and regulatory issues. In 2012, Hart Publishing in Oxford released his book “Intellectual Property, Antitrust and Cumulative Innovation in the EU and the US”. He studied at the University of Bonn, Humboldt University in Berlin, the London School of Economics and New York University.

Martin Möllmann

Martin Möllmann works as Senior Legal Counsel for Airbus Defence & Space GmbH. In this role, he is responsible, among other things, for negotiating contracts with the German Federal Ministry of Defence as well as consortium agreements for European research and development projects, particularly under the European Defence Fund. After obtaining degrees in European law from the University of Paris-Sorbonne and the College of Europe, he completed his legal training at the Paris Bar School in 2014. He then began his career in the Brussels office of international US law firms as a member of both the Paris and Brussels Bars, advising clients from a range of industries in antitrust proceedings before national authorities in France, Germany and the United Kingdom, as well as before EU institutions and the Court of Justice of the European Union. In 2018, he returned to France to lead internal compliance investigations from Airbus Group headquarters and to serve as Chief of Staff to the Airbus Chief Compliance Officer. In 2024, he moved to Munich to take up his current position.

Clemens Hufeld is a lecturer at Munich’s Ludwig Maximilian University (LMU) and Vice President of Legal Data at legal tech company Noxtua AG. He studied law, English, computer science and environmental studies at LMU and is currently pursuing a PhD on the digitalisation of legal education. His research focuses on the objectivity of law exams and the use of artificial intelligence in assessment formats. Alongside his role at Noxtua, he heads the Benchmarking Working Group of the Legal Tech Association, an industry association that promotes the digitalisation and modernisation of the German legal market. He is also a co founder of the Munich Legal Tech Student Association.

Markus Brösamle advises in all areas of German and European antitrust law. He is active in the area of cartel damages as well as in advising on all aspects of antitrust law in the context of M&A projects (e.g. merger control proceedings before the German Federal Cartel Office and the European Commission; antitrust feasibility analysis; drafting of contracts; coordination of multinational filings). In addition, Markus advises on all aspects of antitrust matters in the operative business (e.g. cooperation between competitors; abuse of market power; vertical cooperation; antitrust compliance). He also represents companies in antitrust investigations.
