Romania: State aid scheme for SMEs


On 8 December, the Romanian Government approved a decision for setting up the State Aid Scheme "Scale UP", which is aimed at stimulating investments within small and medium sized enterprises (SMEs), with a maximum total value of RON 900 million, the equivalent of about EUR 200 million for the period 2017-2020. The governmental decision will be published in the coming days.

The minimum state aid granted to a beneficiary under this scheme will be EUR 1 million. The maximum number of enterprises which can benefit from state aid under the scheme is therefore 200.

From the maximum budget of RON 900 million (EUR 200 million), RON 270 million (EUR 60 million) will be allocated equally to three pilot areas in order to improve the socio-economic situation of the inhabitants, as set out in the Memorandum on "Development of integrated programs from European funds and the national budget for improving the socio-economic situation of the inhabitants of the pilot areas of intervention Jiu Valley, Rosia Montana - Apuseni Mountains and marginalised communities in Moldova areas", which was approved by the Government on 28 September 2016.

The state aid funding is ensured through the approved budget of the Ministry of Economy, Trade and Relations with the Business Environment.
