Helge Heinrich is a lawyer and partner at Noerr LLP in Brussels and Munich. Helge specialises in European State aid law (especially regional aid in the context of greenfield investments, gov-ernment guarantees, State aid-compliant hospital finance and infrastructure investments) and in German and European competition law (especially defending against/enforcing supply, cease-and-desist and compensation claims based on competition and antitrust law, and developing and implementing compliance programmes). He is a (co-)editor of the commentary on European State aid law published by Nomos Verlag and the author of regular publications in leading legal journals on State aid and antitrust issues.

  • Goethe Institute: Representing the Goethe Institute as a third party in contentious administrative proceedings brought by Carl Duisberg Centren before Berlin Administrative Court and Berlin-Brandenburg Higher Administrative Court on account of allegedly inadmissible subsidies granted to the Goethe Institute (the claim was dismissed with legally binding effect)
  • City of Munich: Advising the City of Munich and Städtische Kliniken München on restructur-ing the hospital to be compatible with State aid rules
  • Outokumpu: Advising and representing the steel manufacturer on enforcing claims for damages on account of a steel scrap cartel
  • Zweites Deutsches Fernsehen (ZDF): Representing the broadcaster in several proceedings regarding the admissibility of terminating feed-in tariff contracts with cable network operators (former regional cable companies) under competition law and non-payment of feed-in charges (NetCologne and wilhelm.tel)
