Noerr advises Debeka on modernisation of core insurance system

Noerr is advising Debeka Krankenversicherungsverein a.G. on a complex IT project. Debeka, Germany’s largest private health insurer, is modernising its core insurance system with the legal support of a Noerr team led by Thomas Thalhofer and David Bomhard.

This project serves for Debeka to renew the entire IT landscape of its health insurance division, including cross-divisional peripheral systems, from contract management to payment of insurance benefits. The modernised software landscape will accelerate process automation and lead to more efficient processing, with the aim of significantly reducing costs through progressing standardisation. To this effect, Debeka will cooperate with a leading IT provider of insurance-related software applications and platform solutions in Germany, Austria and Switzerland.

While the focus of this engagement has been on drafting the extensive contract documents and negotiating them with the IT service provider, it also involved complex regulatory issues relating to insurance supervision law and IT security law in view of Debeka’s significance as critical infrastructure as defined by the German Federal IT Security Office Act. “This is one of the largest IT projects for the modernisation of core insurance systems. It will set standards in the insurance market,” says Thomas Thalhofer.
