Noerr appoints new partners
Noerr has appointed new partners. From 1 January 2026, the firm will be admitting three of its lawyers to the partnership as equity partners: Carmen Böhn, Fabian Hübener and Dorian Legel.
Frank Schuck and Julian von Lucius will be working as senior counsel in the future. Apart from this, Noerr appointed 12 more lawyers as associated partners.

The new equity partners
Carmen Böhn (German-qualified lawyer in Frankfurt) is an expert in complex national and international M&A transactions. Carmen’s practice focuses on advising on corporate-law issues, carve-outs, joint ventures, restructurings, reorganisations and mergers, especially in the industrial, digitalization or automotive sector.
Fabian Hübener (German-qualified lawyer in Brussels) specialises in EU antitrust and competition law. Fabian excels in advising national and international clients on a range of antitrust and competition, merger control, FSR and FDI matters. Over the last few years, he has been involved in several high-profile cases before the European Commission, European Cout of Justice and national competition authorities.
Dorian Legel (German-qualified lawyer in Frankfurt) is predominantly working in the area of debt restructuring as well as real estate and corporate finance, with a focus on advising banks, sponsors and other financial institutions on complex national and international transactions. He also advises on complex financings in the energy and infrastructure sectors.
The new senior counsel
Frank Schuck (German-qualified lawyer in Munich) is an expert in inheritance and foundation law and advises family businesses, entrepreneurial families and private individuals, particularly in the structuring of asset and business successions. He develops solutions for complex asset and family relationships, in particular estate planning with wills and inheritance contracts, including the execution of wills, enforcement or defence of corresponding positions, even after the succession. Frank advises founders and foundation bodies, from the conception and establishment of charitable as well as family foundations, ongoing advice on changes to the statutes and structure as well as disputes, through to liquidation.
Julian von Lucius (German-qualified lawyer in Berlin) provides wide-ranging advice on all regulatory issues involving telecommunications, media and public procurement law. One of his key practice areas involves coordinating complex infrastructure projects.
