Noerr is expanding its position as a leading independent law firm with the addition of Frank Hölscher (57), who will be joining the firm as of counsel on 1 October. Frank Hölscher will support the practice groups Telecommunications, which is headed by Berlin-based partner Tobias Frevert, and Energy, which is headed by Frankfurt-based partner Christof Federwisch.

Frank Hölscher is an expert in regulated industries, specialising in telecommunications and energy industry law. His long-standing clients include Deutsche Telekom and leading network operators in the energy sector. Legal publisher Juve counts him among its frequently recommended lawyers. Frank Hölscher is joining Noerr from Dolden Mayer & Partner in Bonn, where as a specialist lawyer for administrative law he had been a partner since 2010. Prior to this, he had been a lawyer and then a partner at Redeker Sellner Dahs since 2001.

Frank Hölscher studied law in Bielefeld. From 1995 to 1998, he worked as a research assistant at Germany’s Federal Constitutional Court in Karlsruhe. He received his doctorate in law with a dissertation supervised by Federal Constitutional Court Judge Professor Dieter Grimm.

“We are pleased that with Frank Hölscher we have gained one of the most distinguished and experienced telecommunications lawyers of all,” said Tobias Frevert. “He complements our telecoms team, especially in the area of regulatory, with Tobias Bosch and Julian von Lucius. With him, we will further expand our leading position in telecoms and also in other regulated industries.”

Juve has rated Noerr’s Telecommunications practice with five stars for years, making it one of the market leaders.
